Noah stared at Garinaâs proffered hand with a blank expression. An offer of apprenticeship from one of Decrasâ followers. One of the strongest mages in the world â and a chance to ally with one of his far-too-numerous enemies.
They had similar goals. Garina wanted to keep her personal affairs hidden from the other Apostles. Even if Noah didnât know the specifics of who the Apostles were, it was evident how powerful the group was.
They were on an entirely different level. Garina herself was evidence of that. She was Rank 7, but not all mages of the same rank were built the same. Noah knew that to be true more than almost anyone else.
Just as another Rank 4 would have been no threat in the slightest to him, he was confident that Garina was leagues in power above any other Rank 7 heâd met. Her strength felt like it eclipsed Sievanâs rank 7 aide, Zath.
An offer to study under someone like that was a golden goose. Anyone else in the entire Arbalest Empire would have tripped over themselves in their haste to throw themselves at Garinaâs feet and accept it.
âNo thank you,â Noah said.
Garina blinked. Then she blinked again. âWhat?â
âThatâs a kind offer,â Noah said. âAnd I appreciate your extended hand of friendship, but I donât want to apprentice under anyone at the moment. Apprenticeships are too restrictive. It would mean Iâve got to actually study under you, and that means less time for my students. I canât split my priorities like that.â
âDo you realize who I am?â Garina asked. There was no arrogance in her voice. It was a genuine question. âI am Garina of the seven. Of every mage you have ever met, the only one who surpasses me is Sievan. I have defended the empire you livein for hundreds of years. There is no other that could give you anywhere near the power that I could. In the span of a mere few days, I could teach you magic that you have never heard of. Magic you could never dream of. And you refuse that⦠because you have to teach children?â
âSounds about right, yes. And Iâll be honest. I rather enjoy discovering things. Part of the magic of magic is learning. Every time someoneâs told me some absolute about how Runes work, theyâve been wrong. You never know what someone will find out when they have to stumble through it on their own.â
A smile passed over Garinaâs features.
âYouâre surprisingly insightful. Youâre also far from the first person to come to that conclusion. What do you think the entirety of this Empire is?â
It was Noahâs turn to be surprised. âThe Empire? What does that have to do with anything?â
âDid you really think this was all there was to the world?â Garina asked with a small laugh. âThe Arbalest Empire is a testing zone. Itâs a science experiment â one to determine what happens when people with no true knowledge of Runes are left to their own devices. Well, that isnât exactly its full extent, but itâs sufficient for the likes of you.â
âHold on. Wait a moment.â Moxie raised her hands. âWhat are you saying? An experiment? There was a war. The Long Nightââ
âA purge,â Garina said. âOne set about by a number of different factions working in rare unison. The Church of Repose. The Apostles. The Obsidian Gate. The Horde of Man. The Endless Path â and more. We all wiped every single trace of Rank 7 and above runes from this section of the world. Razed the Locations of Power to ash and let you start over with a new slate. One without external influence or preconceived notions.â
âAre you trying to say that everything is just⦠fake?â Moxie asked, aghast.
âFake? No. Itâs quite real. Itâs just that the situation has been a bit⦠contrived. There are mages who have been seeking a path to godhood for thousands of years. The Arbalest Empire was just one of the methods they hoped to distill information from.â
âIt was a failure, then,â Silvertide said. He leaned heavily on his staff. âWe have not produced a Rank 7 mage.â
âOh, youâve produced quite a number of them,â Garina replied with a shake of her head. âHundreds, actually. I just remove them from the baby area before they break any important toys. Thereâs a ban on any Rank 7 from existing within the Arbalest Empire. We wonât allow it to be destroyed by some brat with an ego problem.â È
âThatâs why you came for Yoru,â Noah breathed. âYouâre the janitor.â

âThatâs an apt way to put it.â
âThe Bastions, then?â Moxie asked. âWhat was their purpose? If the War was all fake, then why have massive stocks of powerful artifacts?â
âCome, now. Do you really think there would be anything that powerful in a little hole like this? There are a few trinkets and toys stored within the Bastions that Iâm sure the nobles of this area are convinced to be of immense strength⦠but the vast majority of the items stored in the Bastions are not weapons of war.â Garina let out a loud laugh. Perhaps an overly loud one.
âResearch,â Noah said. âTheyâre research probes. Or portals of some kind?â
Garina smiled. âWell done. The Bastions house information transmitters. They send information on upcoming Rank 7s to the factions that started the Arbalest Empire. As you said, Vermil. A fresh take on knowledge is very valuable.â
This whole kingdom is a giant petri dish. Thatâs⦠brutal. It makes so many things click, though. Thatâs why there has never been a recorded Rank 7. Itâs not because itâs impossible to do it. Itâs because Garina just yoinks them away.
âAnd thatâs what you want to do to N â Vermil?â Lee asked, her eyes narrowing. âYou want to take him away?â
âYes,â Garina said. âIf he wants to stand against the apostles, then he will need to be a Rank 7. I canââ
âNo,â Noah said. âI appreciate the offer, Garina, but I have no interest of abandoning my students or my friends. No matter what this empire may be, I have no plans to leave until my work here is done.â
âHow do you plan to deal with the Apostles when they come for you and you are a Rank 4?â
âIâll be a Rank 5 by the time I next see an Apostle. And I have no plans to fight them head on. There are far more effective ways to battle than to sling magic around â as I just demonstrated with Crone.â
Garina pursed her lips. She crossed her arms in front of her chest and tilted her head to the side. âArrogant.â
âA bit.â
âI suspect I will not be able to convince you to leave.â
âYou will not.â
âIdiot.â Garina pinched the bridge of her nose. âBut I can sense your Runes are far too strong for a Rank 4 of this area. I take it youâve determined how to make Complete Runes?â
A pang of mild surprise passed through Noah.
So we arenât the only ones that managed to discover Flawless Runes, then. I suppose it makes sense. Thereâs no way the entire world would have been blind to this, but itâs still good to know that weâre ahead of all the people in the Arbalest Empire that didnât just get fed the information. I guess that was the point of the science experiment. To see what mages can accomplish on our own.
âI call them Flawless,â Noah said. There was no point hiding it.
There was a long pause. Then Garina blew her hair up and let her hands drop to her sides. âThere has not been a single Rank 7 from this Empire that figured Complete Runes out⦠and something about your soul is clearly different. You may be the very thing this empire was built to create. I will not force you to accept my offer, but it leaves us in the same position as before.â
âWhat if we didnât quite go so far as a real apprenticeship?â Noah asked, tapping a finger against his thigh. âItâs a bit of a big jump. Iâve got my tasks, and Iâm sure you have things you want to do. How about you just swing by over tea every once and a while?â
Garina stared at him.
âYou want me come by for tea?â
âNo commitments. No rules or restrictions. Just two people having a chat. You can tell me what I need to know about the Apostles, and Iâll have no obligation to be dragged off and abandon my students.â
âAnd you would continue to learn on your own,â Garina mused. âIt would preserve your approach to magic and potentially reveal something new. But what do I get out of this? An Apprenticeship aids me as well as you. It gives me someone to do minor tasks and take over my less important duties. For me to simply visit you means you think we are equals.â
âIâd imagine I can teach you a few things,â Noah said.
Garina studied him for several long seconds. âWho are you, Vermil? When you strip the layers of lies and deceit away, who are you?â
âDepends who you ask.â
âA curious answer. You certainly have my interest, but do you have more than one trick? Teach me something, Vermil. Right now. Tell me something that I do not know. If you can do that and prove I have something to learn from you, then I will accept your offer.â
This is a huge opportunity. If I could actually get Garina to agree to just give us information, it would speed things up by magnitudes that I canât even comprehend. I canât let myself get turned into her servant, but a business relationship with her is invaluable.
The corner of Noahâs lips twitched up in a smile and he turned his gaze to Lee.
âLook at her.â
Garina tilted her head to the side. âI am aware of the demon.â
âAre you, though? Tell me, Garina. Do you know who made demons?â
âDecras,â Garina replied slowly. âI am familiar with Sievan and the rest of the race.â
âAnd you know of their limitations?â
âThey are beholden to their runes and unable to wrest themselves free of Decrasâ influence. The Master rarely speaks of them. Where are you going with this?â
âTake a closer look at Lee.â
The Apostle squinted at Lee for several long seconds. Then her head tilted to the side and a confused frown creased her face. âI donât see where youâre going with this.â
âSurely you can recognize your mastersâ presence.â
âItâs notâ¦â Garina trailed off. Then her eyes went as wide as saucers. She spun to Noah. âItâs not there. Where is Decrasâ influence?â
Noah just smiled.
