Although these star ratings don’t offer many practical advantages beyond some support in official federation policies and ceremonial privileges, Finn was a nine-star royal, limiting Cooper’s actions against him. Of course, while there were limits on what could be done openly, what happened behind closed doors depended on each individual’s execution and communication skills.

Comparatively speaking, even though Finn Lewis had a past conflict with their family, it paled in comparison to their conflict with the Locke Family. Consequently, Suleiman Cooper gave more weight to the Locke Family.
